How a sponsor qualifies a CDMO: regulatory history, quality system, audit, QTA

“cdmo” is a supplier term with real US search volume, about 6,600 searches a month in September 2026. The decision behind it is made by quality, not by purchasing.

  1. 1Regulatory and quality history: past audits, FDA warning letters, Form 483s, and how the CDMO responds to scrutiny and to recurring problems.
  2. 2The quality system: SOPs, the CAPA process, the internal audit program and data integrity controls.
  3. 3A site visit and audit: touring the facility, watching a batch in progress, reviewing records on site, and checking that what the CDMO claims holds up.
  4. 4An RFI before the RFP, so incompatibilities are ruled out before audit and review time is spent.
  5. 5A quality technical agreement (QTA) that assigns quality responsibility for each function, executed before GMP manufacturing begins.
  • The sponsor, through quality and regulatory affairs. Qualification is described as a risk-based process to confirm the CDMO can run outsourced work under FDA GMP and the ICH Q10 quality system model, before the contract is signed and for the life of the relationship.
  • Our reading: quality can veto before commercial negotiates, so marketing aimed only at procurement is speaking to the people without the veto.
  • At the first step. Warning letters and Form 483s are public FDA records, and the sponsor will look them up.
  • How long CDMO qualification takes: we looked for a typical timeline and found no source that states one. We do not put a number on this page.

CDMOs tend to sell installed capacity: lines, fill capacity, cleanroom class. The sponsor is weighing regulatory risk, which is something else. Material that shows the plant but not the quality system, data integrity and inspection history does not reach the decision. Our reading, not a measured finding.

  • Marketing operations

A pipeline that follows each sponsor from RFI through audit to agreement.

  • Brand and content

Content about the quality system and inspection history, written to answer the sponsor’s first question before it is asked.

  • Digital presence

Pages built for the “cdmo” search and for the more specific questions around it, such as selection criteria.

  • Strategy

Positioning for quality and regulatory affairs, the people who hold the veto, not only for procurement.

On the Brazilian side, ANVISA’s Good Manufacturing Practice certificate (CBPF) applies to manufacturers located in Brazil, in Mercosur or in other countries. It is how a manufacturer from outside enters the Brazilian chain, and how a Brazilian one demonstrates compliance.
