FSMA 204, supplier approval and the R&D champion: how a co-packer or ingredient supplier gets chosen

The FDA will not enforce FSMA 204 before July 2028, and industry sources put the preparation at 18 to 24 months. This page is about that arithmetic, and about who inside the buyer actually pushes a new supplier.

  1. 1The FDA will not enforce the FSMA 204 traceability rule before 20 July 2028. Industry sources estimate that system implementation, process redesign and supplier coordination typically take 18 to 24 months.
  2. 221 CFR Part 117 (preventive controls, cGMPs, supplier verification, recall planning) is already in force and actively inspected.
  3. 3The FDA expects companies to capture key data elements (KDEs) at each critical tracking event (CTE). Because the rule requires sharing that data with supply chain partners, every party ideally needs to be ready on the same date.
  4. 4The FDA publishes guidance specifically on supply-chain programs and co-manufacturer supplier approval and verification.
  • R&D starts it. It defines what the ingredient has to do in the formula and which limits cannot be crossed, and it is often the team that pushes a new supplier internally.
  • Procurement takes that intent to the market: availability, price, lead time, reliability.
  • QA comes in because an ingredient is never only material. It is a spec, a certificate of analysis, an allergen declaration, audits, certifications and insurance, documents that expire on different schedules.
  • At the documents QA has to keep current, each expiring on its own schedule.
  • And at vocabulary. The market searches for “co-packer” (about 1,300 US searches a month in September 2026). “Food co-manufacturer”, the term in FDA guidance, gets no measurable searches.

Ingredient suppliers and co-packers tend to market to procurement: price, MOQ, lead time. The person who pushes a new supplier inside the company is usually in R&D, and R&D wants to know whether the ingredient performs in the formula and survives processing. Those are two different sets of material, and most suppliers only make the first. The R&D finding is sourced; the conclusion about marketing is ours.

  • Marketing operations

A pipeline that separates who started the conversation, R&D or procurement, so you see which door actually opens.

  • Brand and content

Formulation and processing content for R&D, and documentation that QA can find and trust, in English and Portuguese.

  • Digital presence

Pages written in the market’s vocabulary, co-packer rather than co-manufacturer, and around FSMA 204.

  • Strategy

Positioning that speaks to R&D, procurement and QA separately, because they ask different questions.

For Brazilian food and beverage makers selling into the US, FDA facility registration is the first gate: every facility that manufactures, processes, packs or holds certain products for US consumption has to register. Tariff exposure varies by product and is on the dated trade page.
